UP Electronics Manufacturing Policy 2020: Complete Guide

โ‚น40,000 Cr Investment Target4 Lakh Jobs (5-Year Target)Largely Superseded โ€” Check ValidityLast reviewed: Aug 2026

What Is the Policy?

The Uttar Pradesh Electronics Manufacturing Policy, 2020 covers ESDM (Electronics System Design & Manufacturing) units โ€” mobile phones and components, consumer electronics, LED, IT hardware, semiconductors, and electronic manufacturing clusters. It succeeded the Electronics Manufacturing Policy 2017, under which a โ‚น20,000 crore investment target was achieved in about three years through roughly 30 investors, creating more than three lakh jobs. It is administered by the IT & Electronics Department. Noida, Greater Noida and the Yamuna Expressway region are designated as an electronics manufacturing zone, with units there eligible for the policy's benefits.

Does this policy still apply? Its operative period has largely been overtaken by the Semiconductor Policy 2024 and the Electronics Component Manufacturing Policy (ECMP) 2025 for their respective segments. For general ESDM assembly it remains the reference policy โ€” confirm current validity and any extension GO before counselling an investor.

Please verify: The policy's own FAQ source does not publish exact subsidy percentages or caps for these heads โ€” confirm every rate, cap and threshold against the notified policy and latest Government Order before relying on it. It also tops up Central schemes (PLI for large-scale electronics manufacturing, IT hardware PLI, and SPECS) rather than replacing them.

Eligibility

How Does This Relate to the Other Electronics Policies?

UP now runs several electronics-adjacent policies โ€” this one, the Semiconductor Policy 2024, the Electronics Component Manufacturing Policy 2025, and the data centre/IT frameworks. A project should be placed in exactly one of these, based on which segment it actually falls under โ€” not filed under multiple.

How to Apply

  1. Confirm which of the overlapping electronics policies actually fits your project's segment
  2. Apply through Nivesh Mitra
  3. For zone-specific land benefits, confirm your unit falls within the designated electronics manufacturing zone

Frequently Asked Questions

Is this policy still active, or has it been replaced?

It hasn't been formally withdrawn, but its role has narrowed โ€” the Semiconductor Policy 2024 and ECMP 2025 now cover their specific segments. For general ESDM assembly outside those segments, this remains the reference policy. Always confirm current validity before relying on it.

Why does Gautam Buddh Nagar matter so much for this policy?

It's the state's electronics manufacturing core โ€” most mobile handset and component investment in UP has landed in the Noida/Greater Noida/Yamuna Expressway zone this policy designates.
