UP FDI & Fortune 500 Investment Promotion Policy 2023: Complete Guide

Bespoke SIPB-Approved PackageFor Foreign Investors & Fortune 500/India 500 CompaniesInvestor-Status-Based, Not Sector-BasedLast reviewed: Aug 2026

What Is the Policy?

The UP FDI/FCI, Fortune Global 500 & Fortune India 500 Companies Investment Promotion Policy, 2023 is for foreign investors bringing foreign direct/capital investment into UP, and Fortune Global 500 and Fortune India 500 companies (including through Indian subsidiaries). It exists because the standard IIEPP grid can't match a globally competitive, negotiated package โ€” this policy gives large multinationals a single point of entry instead. It is administered by the Infrastructure & Industrial Development Department, with Invest UP as the facilitation agency.

What's on Offer

ComponentDetail
Bespoke packageApproved by SIPB (State Investment Promotion Board), not a fixed grid
Enhanced land subsidyTypically richer than the standard IIEPP rate
Capital subsidyNegotiated as part of the package
SGST reimbursementOver an extended period compared to standard policies
Stamp duty & electricity duty reliefTypically full relief for qualifying projects
Please verify: The exact package a project receives is negotiated and approved by SIPB on a case-by-case basis โ€” it is not a fixed published rate card. A minimum investment threshold applies (defined in the policy); confirm the current figure before advising an investor.

Eligibility

Can a Fortune 500 Company Also Claim a Sectoral Policy?

It must opt for one policy per incentive head โ€” it can't double-claim the same head under both this policy and a sectoral one. In practice, the FDI/Fortune policy is usually richer for very large projects, which is why most qualifying investors choose it over the sector-specific route.

How to Apply

  1. Refer the investor directly to Invest UP and request assignment of an Udyami Mitra โ€” this is not processed at the district level
  2. The package is approved by SIPB, chaired by the Chief Minister
  3. Confirm the current minimum investment threshold before beginning discussions

Frequently Asked Questions

Is there a fixed subsidy rate under this policy?

No โ€” the package is bespoke, negotiated and approved by SIPB case by case, rather than following a fixed published rate card like the sectoral policies.

What's the practical route for a district-level officer handling such an investor?

Don't attempt to process it at district level โ€” refer the investor directly to Invest UP and request assignment of an Udyami Mitra to handle the SIPB approval process.
