UP IT & ITeS Policy 2022: Complete Guide
What Is the Policy?
The Uttar Pradesh IT & ITeS Policy, 2022 covers IT and ITeS units, IT parks, IT cities, BPO/KPO operations, and shared services. It is administered by the IT & Electronics Department, with UPDESCO as implementing agency. The state has committed to developing an IT City in each of the four regions (Purvanchal, Paschimanchal, Madhyanchal, Bundelkhand) and IT Parks in each of the 18 administrative divisions.
Key Incentives
| Who | What They Get |
|---|---|
| IT Park developer | Subsidy of 25% or up to โน20 crore |
| IT City developer | Subsidy of 25% or up to โน100 crore |
| Developers (both) | Up to 100% stamp duty exemption |
| IT/ITeS unit | Capital and interest subsidy, stamp duty exemption, EPF reimbursement, power tariff relief, and employment-linked incentives โ enhanced for employing local youth |
Does This Cover Data Centres or GCCs?
Who Is This For?
- IT/ITeS unit operators, including BPO/KPO and shared services
- IT Park and IT City developers
- Units planning to employ significant local UP youth, for enhanced benefits
Where Does This Make the Most Sense?
Noida and Greater Noida are the state's largest IT/ITeS employment base. The binding constraint there is Grade-A office supply, which the separate Private Business Park Scheme 2025 is designed to address โ worth checking alongside this policy.
How to Apply
- Confirm your project isn't a data centre or GCC-eligible project, which use separate policies
- Approach the IT & Electronics Department / UPDESCO as the nodal point
- Plan your local-youth employment ratio early, since it directly affects your incentive rate
Frequently Asked Questions
My company runs a data centre โ does this policy apply?
No โ data centres have their own dedicated Data Centre Policy 2026. Filing a data centre claim under the IT & ITeS Policy is incorrect and should be avoided.
We're a captive GCC โ which policy applies to us?
GCCs meeting the GCC Policy 2024 criteria should route through that policy. Smaller captive units that don't meet those criteria may fall under this IT/ITeS policy instead.
