UP MSME Policy vs ODOP: Broad Policy vs District-Specific Scheme

General vs District-SpecificOften CombinableLast reviewed: Aug 2026

Different Scope, Not Really Rivals

The UP MSME Promotion Policy is the broad umbrella โ€” capital subsidy, interest subsidy, TUS, stamp duty exemption, and more โ€” open to any eligible MSME regardless of sector or product. ODOP is narrower by design: its four components (margin money, toolkit, CFC, marketing assistance) only apply if your business produces your specific district's identified product.

Can They Overlap?

Yes, often โ€” an ODOP-qualifying unit is still an MSME and can generally also access broader policy benefits like capital subsidy or interest subsidy for the same underlying investment, since ODOP's margin money is a different kind of provision (loan-linked, not investment-linked the way capital subsidy is). The one thing you can't double up on is taking two margin-money-type benefits (like ODOP margin money and PMEGP) on the same unit.

Do I need to pick between the general MSME policy and ODOP?

No โ€” think of ODOP as an additional, product-specific layer on top of the general policy, not a replacement for it. If your product qualifies, you can typically access both.

Does ODOP override the general policy's rates?

No, they're separate provisions โ€” ODOP margin money has its own slab, unrelated to the general capital subsidy percentages.
