Frequently Asked Questions

What is covered?

Bulk drugs/APIs, formulations, biologics, nutraceuticals, and medical device manufacturing, plus Pharma Parks and Medical Device Parks.

Who is eligible?

New units and expansions, park developers, and common facility centre operators.

What incentives are offered?

Capital subsidy, interest subsidy, SGST reimbursement, stamp duty exemption, electricity duty exemption, and reimbursement of regulatory approval costs (WHO-GMP, USFDA, CE, CDSCO) — the last being a distinguishing feature.

What is the Medical Device Park?

UP has a dedicated Medical Device Park at Yamuna Expressway (YEIDA), supported under the Central Medical Device Parks scheme, with common testing and sterilisation facilities. This is in Gautam Buddh Nagar district and is the district's flagship pharma-sector asset.

What about the Pharma Park?

A dedicated Pharma Park at Lalitpur (Bundelkhand) is under development.

How does it converge with Central schemes?

With PLI for bulk drugs, PLI for medical devices, and the promotion of bulk drug and medical device parks schemes.

What environmental clearance issues arise?

API manufacturing is a red-category activity; UPPCB consent and ZLD/effluent management are the critical path. Advise investors to start UPPCB engagement in parallel with land.

How does the 2018 Pharmaceutical Industry Policy relate?

It remains relevant for units with existing eligibility; new applications should use the 2023 policy.

Who administers it?
