UP Private Business Park Development Scheme 2025: Complete Guide
What Is the Policy?
The UP Private Business Park Development Scheme, 2025 was unveiled on 24 March 2026, alongside Nivesh Mitra 3.0 and the Plug & Play Industrial Shed Policy โ the framework itself was detailed in the state's February 2026 policy release. It runs under the Infrastructure & Industrial Development Department, through the state's Industrial Development Authorities (IDAs).
How Is This Different from the Industrial Shed Policy?
Both use a DBFOT (Design-Build-Finance-Operate-Transfer) model on government-owned land, but this one is specifically for Grade-A office space โ technology companies, Global Capability Centres (GCCs), business process outsourcing units, research facilities, and other knowledge-intensive service businesses. It is not for factories or warehousing.
What the Developer Gets
Notably, the selected developer gets no conventional capital subsidy, annuity, or guaranteed government payment. Instead, they receive the contractual right to construct and commercially operate the park on public land, under a shared-risk revenue model. Because payments are tied to occupancy, the developer has a direct incentive to maximise tenancy.
| Who | Role / Benefit |
|---|---|
| Government (IDA) | Owns the land; selects the developer via RFP |
| Private developer | Designs, builds, finances, operates, and maintains the park โ revenue tied to occupancy, not a fixed government payment |
| Tenant company | Ready plug-and-play office ecosystem with digital connectivity, utilities, and common services |
Who It's For
- Developers: private industrial and commercial park developers, REITs, infrastructure funds, and long-term institutional investors
- Tenants: technology companies, GCCs, BPO units, research facilities, and other knowledge-intensive service businesses
Do Tenants Still Get Sectoral Incentives?
Yes โ tenant companies remain separately eligible for incentives under other UP sectoral policies, such as the GCC Policy, IT & ITeS Policy, and electronics policies, on top of the ready-built space itself.
What's the Process?
Land selection by government → feasibility study → Request for Proposal (RFP) → technical and financial bid → developer selection → concession agreement → construction → leasing to eligible companies.
How Are Rentals Fixed?
Rates are determined by the concerned authority and specified in the RFP and concession agreement โ they are not fixed in the policy itself.
What Problem Is It Solving?
Fragmented office infrastructure, development delays, and high establishment costs have weakened the state's ability to attract multinationals and high-value services investment. This scheme compresses the gap between an investment decision and the actual start of operations.
Frequently Asked Questions
Is this the same as the Plug & Play Industrial Shed Policy?
No โ both use a similar DBFOT model on government land, but the Industrial Shed Policy is for factories/manufacturing, while this scheme is specifically for Grade-A office space aimed at GCC/IT/BPO/research tenants.
Why does this matter so much for Noida and Greater Noida?
Grade-A office supply is the binding constraint on GCC attraction in this district, and this scheme is the state's primary instrument for creating that supply.
