Where does an investor complain about delay?
First: the concerned department's nodal officer via the Nivesh Mitra grievance module (with real-time tracking). Then: the assigned Udyami Mitra. Then: Nivesh Mitra / Invest UP grievance redressal at state level, and for large projects, escalation to the SIPB secretariat. At district level, the District Level Industrial Development Committee chaired by the District Magistrate is the statutory forum.
Is there a deemed approval provision?
Yes โ under the UP single window framework, several services carry statutory timelines with deemed approval on lapse. The applicable list is published on Nivesh Mitra.
What is the remedy against rejection of an incentive claim?
An appeal to the next higher committee (District Level โ State Level Empowered Committee โ SIPB), within the period specified in the policy Rules. Beyond that, writ jurisdiction.
Who monitors whether MoUs actually get grounded?
Invest UP through Nivesh Sarathi, with district-level reporting through DIEPC and the DM's office; Ground Breaking Ceremonies (GBC editions) are the state's formal grounding milestone.
