Who is this for?
Foreign investors bringing foreign direct/capital investment into UP, and Fortune Global 500 and Fortune India 500 companies (including through Indian subsidiaries).
Why a separate policy?
To offer a globally competitive, negotiated package that the standard IIEPP grid cannot match, and to give large multinationals a single point of entry.
What is offered?
A bespoke package approved by SIPB, typically combining enhanced land subsidy, capital subsidy, SGST reimbursement over an extended period, and full stamp duty and electricity duty relief.
Is there a minimum investment threshold?
Yes, defined in the policy; the package scales with quantum.
Does the investment have to be in a specific sector?
No — it is investor-status-based rather than sector-based, which makes it the natural instrument for high-value projects that fall between sectoral policies.
Can a Fortune 500 company also claim under a sectoral policy?
It must opt for one for the same head; the FDI/Fortune policy is usually richer for very large projects.
Who approves?
SIPB, chaired by the Chief Minister.
What is the practical route for a district officer?
Refer the investor directly to Invest UP and request assignment of an Udyami Mitra; do not attempt to process such a case at district level.
