What does this policy do?
It is the state's umbrella industrial policy â the default incentive framework for any manufacturing or notified service project that no sectoral policy covers, and the source of the land, park and single-window reforms the other policies build on.
Who is eligible?
New manufacturing units and notified service industries, plus existing units undertaking substantial expansion, diversification or modernisation.
What are the investment categories?
Large, Mega, Super Mega and Ultra Mega, defined by fixed capital investment thresholds, with progressively richer incentive packages and longer implementation windows.
What incentives are on offer?
Front-end land subsidy, capital/investment subsidy, net SGST reimbursement, stamp duty exemption, electricity duty exemption, EPF reimbursement, interest subsidy, infrastructure interest subsidy, employment generation subsidy, quality certification and patent reimbursement, and export-linked support.
What are the employment obligations?
Category-linked. A Large unit is expected to provide employment to at least 300 UP youth annually and a Mega unit at least 600, with a booster subsidy for a high proportion of women employees. Verify current figures against the notified GO.
Is there a regional gradation?
Yes â Bundelkhand and Purvanchal highest, Madhyanchal and Paschimanchal next, Gautam Buddh Nagar and Ghaziabad lowest.
What are "champion sectors"?
Sectors identified in the policy for focused promotion, including in the service industry, which qualify for enhanced treatment.
What is the negative list?
A schedule of excluded activities. Check it before counselling any investor.
What does the policy offer private industrial park developers?
Capital subsidy, stamp duty relief, infrastructure support and facilitation for land aggregation, under the Promotion of Private Industrial Park Scheme with separate implementation guidelines.
